Xbox One, PS4, and PC not getting FIFA World Cup game, devs explain why [UPDATE]

2014 FIFA World Cup Brazil launches April 15. No Xbox One, PS4 or PC versions in development, but next-gen consoles will get a "range of World Cup content and tournaments" within Ultimate Team.

[UPDATE] Though the official 2014 FIFA World Cup game won't be available for the Xbox One or PlayStation 4, EA Sports confirmed on Twitter that FIFA 14 on those platforms will have a "range of World Cup content and tournaments" within FIFA Ultimate Team. More news will be shared as the tournament approaches.

EA Sports will release the official game of the 2014 FIFA World Cup for the Xbox 360 and PlayStation 3 on April 15. There are no PC, Xbox One, or PlayStation 4 versions of the game in development.

When questioned about the lack of Xbox One and PlayStation 4 versions, producer Matthew Prior told GameSpot that due to the international appeal of the game, they expect the vast majority of fans to be playing on current-gen systems. Emerging markets, such as host nation Brazil, had prohibitively low next-gen adoption rates.

2014 FIFA World Cup Brazil will feature an updated version of the Impact Engine used in the Xbox 360 and PlayStation 3 versions of FIFA 14. Improvements to dribbling, increased accuracy in passing and a more forgiving fist-touch mechanic are among improvements to the on-pitch action detailed to GameSpot by producer Matthew Prior. The game will also feature a host of new and returning modes including:

  • Road to the FIFA World Cup - Choose from 203 national teams and play through regional qualification, all the way to the World Cup Final.
  • Story of Qualifying - Play through more than 60 real-world scenarios from the qualifying stages of the 2014 FIFA World Cup, each featuring unique commentary.
  • Story of Finals - Updated within an hour of the end of each game, this mode allows you to replay every game in the tournament, each with unique challenges based on the day's events.
  • Road to Rio de Janeiro - A bespoke online tournament held across the 12 host cities of the 2014 FIFA World Cup.
  • Captain Your Country - Progress your custom player from a bench warmer to captain of his country.
  • Online FIFA World Cup - Play through the 2014 FIFA World Cup against competitors online.

2014 FIFA World Cup Brazil will feature the usual array of nation-specific fans sporting banners, flags, and seat cards in the stadiums. However a new addition sees the broadcast highlight fans watching the game back home. For instance, if England score, the game will cut to fans celebrating in Trafalgar Square, while German fans will scream and shout outside Berlin's Brandenburg Gate.

Nineteen international managers will have their likenesses in the game, including Roy Hodgson, Joachim Low, and Luiz Felipe Scolari. Even the subsequently sacked Republic of Ireland manager Giovanni Trapattoni will appear during Irish qualification matches.

English speaking players can also enjoy over 50 hours of prerecorded radio chat courtesy of EA Sports Talk Radio. These radio shows, hosted by broadcasters Andy Goldstein and Ian Darke, or Michael Davies and Roger Bennett of Men in Blazers fame, will play in the menus during various offline modes.

Notable omissions from the next-gen versions of FIFA 14 are also in 2014 FIFA World Cup Brazil, but unranked online friendlies and local co-op for up to 32 players are available. Latin American commentators Mario Kempes and Fernando Palomo will also be back.

Other subtle additions to gameplay include the ability to instruct teammates to make runs, or crowd around the goalkeeper during set pieces. Goalies can now make Grobbelaar-esque knee wobbles and point in specific corners during penalty kicks, while defenders can leap over the back of strikers to clear headed balls.

dansupertramp: make my yours words, I live in Brasil, I have PS3 and PC, I always buy fifa for Pc and like Euro 2012 I was waiting for at least a DLC. I won't pay R$ 180,00 for a game while in pc this cost R$ 40,00

Well fuck this, even tho i still have PS3 i want this on PS4. Every WC game me and my friend have monthly cup where we play Australia v Serbia including our UT teams since fifa 08. Least they could do is add the International teams to fifa 14 and if not.. well FUCK, you lost a customer lol

If their worries are the piracy on Brazil, I'll tell them that people buy pirate Xbox 360 games here more than they download PC games illegally, because it's really easier to buy both unlocked videogames and illegal games than build a high-spec PC. I'm really disappointed, I'm one of those who buy legally the f***ing game for PC and I was expecting more respect and at least a DLC as they did to Euro 2012. They are losing a lot of money forgetting us.

To me it sounds like an excuse. The fact is that EA has launched fifa 13 and 14 with the same 2012 engine and looks. Was not EA on E3 last year trying to show off how great FIFA 14 would be in the next gen consoles? And we found out it was FIFA 12 with the "14" instead. Now they say the World Cup version is not going out for XBOX one and PS4 "because the emerging markets can't buy enough of them". EA stop fooling around, please.


And saying that PC will not have a version of this year's most important fooball tournament, is insulting to those players who still represent an important market share of video gaming.

I think this is lazy work from EA I say this because the market expands beyond Brazils borders. Australia, Europe and Africa both are major soccer nations, particularly the two first mention. Stop making money the priority make the consumer it - you will still produce a profit either way.

We buy the $500+ system just to find out they wont make any games for it. There are only a handful of GOOD games for the Xbox One and now EA decides it won't include the next gen consoles into its plans for the FIFA 14 World Cup? Why did I buy the Xbox One if these scammers are just going to keep making games ONLY for the Xbox 360?!?! When I buy a Next Gen Console I expect it to do everything the older generation does...plus some. Instead I get FIFA 14 for the Xbox One with no creation center and now no world cup mode? Emerging markets?...yea alright, if you were worried about making it affordable for everyone you wouldn't make 2 games/updates every World Cup year and you would instead make ONE good game with everything included since "FIFA 2014" IS the world cup year...instead you make a game come out in the fall and then use the World Cup as an excuse to make more money come springtime. If that's the game plan AT LEAST make it for the next gen consoles so the people who spent 500+ dollars to play FIFA 2014 can actually get the World Cup modes. The gaming industry is littered with idiots trying to make money and dishing out crap games year after year...even the games you thought you could trust like FIFA end up disappointing you. I fit the demographic and spend money to get your next gen console in order to play your next gen games...here's the catch...THERE ARE NO NEXT GEN GAMES!?! I sometimes wonder who is in charge of these decisions, I wouldn't be surprised to step into an office full of Muppets making calls like these. What a bunch of palookas.

I am really disappointed. FIFA 14 on the next gen consoles exceeded my expectations, what's wrong on doing a little upgrade to it for the World Cup. There's a lot of people willing to pay $60 for a small game upgrade and you don't want my money?

The only version of the game I like to play is the world cup version and it's never available on PC.  I'm willing to bet it's a lot more popular than the standard FIFA game which is available across all platforms.  There seems to be something wrong with this picture.

It's a total jip anyway, like on Fifa 14, you can only qualify for the WC and not carry on and it's just to push sales of this game. I think if you bought Fifa 14 I wouldn't bother with this.

Well, obviously. With a next gen console costing $1000, with each game between $90~$150, on a country in which the minimun wage is around $300, it's kinda difficult for people to get a videogame instead of buying food. There is a solution, in fact, if PSN could be anything like Steam, and give people an actual discount, or at least a fair price, given that the digital content won't undergo any kind of costs nor taxes, there would be way less piracy and a much higher adoption rate. People don't deny the possibility of buying the console, but the games price is ridiculous here. It's not that we want a special condition for us, it's just the plain reality that we live in; If there's ever any intent of getting people to start cashing out, you need to use discretion about our condition, which will remain like so for a long, loooong time, unfortunately.

No next gen because in Brazil almost nobody has one? How about Spain, Italy, Germany and UK (and more) where soccer is really big?

Thank goodness I kept hold of my 360 and ps3, I knew this would happen, got the new gear, but as backwards compatability and number of games still issues, thought it best to keep the old gear.  Seems it was a wise choice.  :D

This seems like a really dumb separate game.  They could put all of this in FIFA 14 and improve the world cup part of the game, because the content list sounds more like DLC than a full game.  But it would be foolish of me to expect EA to prioritize quality over profits.

@Scisor50  Nobody in Europe will miss this WC game on PS4, trust me!  Everybody is still in shock at the utterly abysmal FIFA 2014 just released for new-generation consoles.  The FIFA franchise is now dead regardless of how they dress the game up.

@hikaruai I guess when they're talking about emerging markets, they tend to have a high rate of piracy when it comes to PC games. So it's a case of "Why bother spending money making a product that people will not pay a cent for?"

They could have just gone and made a really high spec PC version, since the people who are pirating normally can't afford a high spec PC. But I suppose it's not good to alienate the low end PC crowd since they exist not just in emerging markets.

@Reuwsaat Although I would agree with you in spirit I think your numbers are off or need explaining.  If the minimum wage is around $300, I would have to assume an hour, then buying a $1000 console would be fairly easy.

There are lots of people who pay for games on Steam, Origin, and Uplay.  I'm one of those people.  Those who pirate usually end up with nasty viruses.

The thing is, it wouldn't be a problem (it is, but still), if you could buy the console for that price and be able to buy games at a reasonable price, but if you have to pay between $90 and $150 each game, it is an investment that only a few people would make, hence the low number of adopters.

Problem is, gaming is heavily taxed in many third world countries. You do have the hourly 300$ but the government taxes you twice that much for every single hour of proven gaming. It's just not affordable, simple logic.
