XCom does many things pretty good, but nothing great.

If you like turn-based strategy games, you will like XCOM. Will you love it, probably not; I didn't, but I did finish the game and towards the middle I was kind of hooked on it. You are able to build your squad based on your own tactical preferences: snipers, heavy, etc. The level up tree is good and you will definitely need your team to all be maxed out, because they are much more powerful than rookies or lower tiered ranks. You will also want to make sure they don't die, as it will take you a while to max out a new rookie. Snipers are by far the most powerful and useful type: I wound up with 2, but if I were to play again, I would take 3 or even 4. They not only have the highest accuracy for shooting (at longer safer distances), but also cause the most damage.
Graphics are meh. Old and not impressive. The music....by God, could the developers have spent a few bucks to get some more music? There are one or two songs that play over and over again, and I finally had to basically mute the music.
The turn based strategy is the highlight of the game, and though not too challenging on normal (once you get used to it) you can amp it up one or two more difficulty levels. Even if you lose a squad member and want to start over, just save along the way and you will find the enemy positions and be able to compensate from your savepoint.
The base building is almost nonexistent, but there is a good research tree to improving your weapons and armor. I think this game could have been great with superior graphics and music, a better storyline, and some more character development. As it stands, it is still pretty good.
