Payday 2 development is restarting, as developer Starbreeze is having financial struggles. While the game is getting more content, fans may still be upset--this DLC will not be free, even for those who own the Payday 2: Ultimate Edition, which was sold on the promise of including all the game's future DLC at no extra cost. The Ultimate Edition is being replaced by the Legacy Collection, which will include all DLC released up until this point.
