I found the game to be interesting but with just a little more effort they could have made it really worthwhile. On the random map with freeform set, there is no objectives and the shipyards and bars never change what is available. You can't expand and there is no competition outside of the scenarios. It almost feels like they got to a certain point and just stopped and said "ok we will publish it as is"...very disappointing.
I played a few of the early Tycoon games and figured that by now they would have really improved. Sadly, I was wrong. It's an ok game for a kid to learn on or to just pass some mindless time, but don't expect too much.
