I am new to the Skylander series.

In Skylanders Giant, with a new Cynder (now on level 7 and some upgrades)

How does Cynder fly, get the ability to fly?

I use the Nintendo Wii, but I can translate a button from any system.

Where do you buy the ability?

or How do you obtain and use the ability?

Does it come from a Collectible Gem or a hat, or after a level or acquiring other upgrades?

EDIT: Okay, if I hold or press "Z", Cynder hovers and can be moved while hovering, but cannot even make it on low ledges. Is that all I can expect?

Yup, that's all you can do. I don't believe there are any characters that can actually "fly". Just hover.
