Civilization-games are much more developed than Age of Empires-games. In Civ III you have to feed your own people, collect taxes, etc. It increases the level of realistic, which is great thing! Even with the easiest difficulty game is not that easy´, so there's plenty of challenge for masters. Graphics are bit boring, but they're not that important. There are so many ages in the game, there are Ancient Times, Stone Age, Iron Age, Modern Times, etc. So if you like strategy-games and you are master in them, you can't "complete" Civ III in one night.
Civilization is perfect purchase for anyone who likes strategy-games. If you want some good and realistic strategy-game, Civilization III is perfect choice.
