Rise of the Tomb Raider is worse copy of a first part which was better in any ways (except Lara is less annoying here). Story is similar to the first one, it's okay in some things like that man Jacob, but it's predictable with their antagonists and everything else. Nothing really new here, we have an open world which is not that interesting and some regions are really linear. So I can't believe you and any other sites gave it a 9 and some also have "great hero" in pros section. Lara is not great character, she' s annoying with all that moaning, she is not interesting at all. You gave a 9 to the name, not the game.
