Let's put it this way - technically speaking, if I take a paintbrush to a piece of paper and blindly stab at the paper, creating an abstract paint splatter, it is considered "art." Maybe not "art" as artists and experts see art, but technically it's art. Moving forward, video game makers spend MONTHS to YEARS designing video games - from environments to characters to storyline to the source code that puts it all together, these people put a ton of effort into creating a marketable commodity, just like any other artist. I would say video games are art, but I suppose it all comes down to the individual's definition of art.
