how do the union lvls even work?  I am in the HCU and it is obviously high quality, with leaders who work way hard, it has 3592 members and yet it is a lower lvl than WWEv which has (in comparison) only 1462 members...  thats 2130 more members!!!!

*actually, since I last checked (which was early today), HCU has gone up 1 and WWEv has gone down 10...
