Is there a convenient dungeon/group finder or do you have to spam chat in order to find groups for dungeons?

1. Will weapons and skills carry over for higher difficulties like RE5 or is it like R4 where you have to start all over with a new difficulty?

2. Also, will I be able to jump into a specific part of the game like RE5 (where you can choose chapters as long as you finished them)?

I recently got GTA 4 and the game works fine. But the problem is multiplayer doesn't work!

My internet connection works perfecly, i was singed in the playstation network and my other online games work. But when it comes to GTA 4, IT DOESNT WORK! Does any one know the reason? Is this happening to only me?
