I second for the NeverWinter suggestion, but the skill building which is something you really like is pathetic, also it is very old (2003) and in some aspects similar to Dragon Age: Origins (same developer). Strange that you didn't like DA:O, from some of your tastes seemed like a perfect fit, did you play the expansion Awakening?, you get more classes and skills with it and the Arcane-Warrior becomes kinda godly XD.

I think I know what you want about the skills, I myself kinda enjoy making my "perfect" builds for my chars, but from what I am seeing this is a trend which is going in decline on RPGs nowadays, we can see this in Dragon Age 2, Mass Effect 2-3, Guild Wars 2, and The Witcher 2 to name a few, skill building has been dumbed down, seems majority of people like it that way :(. Right now I don't think they are that many RPGs that fit your bill, maybe wait for the Witcher 3 and/or maybe DA:I. The Witcher 3 looks and sounds fantastic, I think this is the one your looking for, but hard to say if it hasn't released XD, I think it will release next year about this time in the year and will probably require very high PC specs, so be ready :D. They have some excellent ideas for the combat and the monsters which I think you'll love, maybe you'll like to check out this interview of the game director of The Witcher http://www.youtube.com/watch?v=iZmJjbuCmwY.
