There's your smoking gun. Fallout 1 and 2 had substances that could heal wounds or raise certain attributes for a period of time; with frequent, repeated use leading to addiction. The addction in the Fallout series was portrayed in such a way that your character requires the substances regurlarly to maintain normalcy. If the substance is not taken regularly, your character experiences negative withdrawal effects such as lowered Strength, Perception, Endurance, Charisma, Intelligence, and/or Agility attributes. Also if too many substances are taken in rapid succession, it is possible to overdose and die. This seems like the most realistic way to implement chemical addiction in a video game.
Too bad the wording prohibits any form of dealing with matters of addiction in any way whatsoever. The OFLC is very much at fault and quite backwards in this regard.
EDIT : To be clear, in FO1 and FO2, EVERY substance was addicting even Nuka-Cola, the Fallout soda pop.
