New directX10 games mean that you won't be able to play them if you don't have a directx10 compatible video card? or they can be played on old cards but without many of their graphical enhacements?

Well I'm not pretty sure to stay in DX9, maybe I should go for Dx10 right now, but I'm not sure if 8500GT will be enough for future games. Maybe I should get the 7600 now and save for a better DX10 in a year or two. Thanks
