More time doesn't necessarily equate to producing a higher quality product. By the TC's argument, any song writer, given enough time can create pieces like the Ninth Symphony, or any novelist can write the greatest novel of his/her generation. I'm not saying Valve is the video game industry's equivalent of Beethoven, but they do have the creativity and vision to produce amazing games. And if they continue produce games like HL2, that's been awarded game of the decade by a few publications, I think they earn the right to take their time for development.

I agree. The 1.0-10 rating system is often mistaken for school letter grades. Games are being rated, not graded. A score like 6.5 isn't a failure, it's simply "fair" (at least here in Gamespot).
But the way people view it, and Ifind myself sometimes resortingto,and the frequency that reviewers in this site hand out 9.0's, 8.0's, 7.0's, etc reflect a scale that's more in line with grading them A through F.
