There are many other ways to deepen the story line without hurting people emotionally. Parodying a recent tragedy is just not the only one way to do that. Moreover, storyline is not important part of an FPS game.
Regarding "offensive" things, everyone has to care about the emotions of other people. Thats why people dont joke around about a dead person or parody him in his funeral. Emotions are very high for some years after a recent tragedy and the subject matter is very sensitive. People not affected by the tragedy may not feel it, but there could be many people that can feel emotionally hurt. I think that its better to avoid a thing that can emotionally hurt many people especially when the same objective like deeper storyline can be achieved by other means.
Regarding Jack Thomson/GTA, that is already debatable whether GTA is good or bad. We may draw a line for GTA, but MW2 is crossing that line. In addition, we cannot justify worst things by saying that bad things already happen in other games.
