To me gameplay is the relation between the input (pressing buttons) and the visual. Games wouldn't be fun if you only have to press button without anything to look at. They wouldn't be fun either if we only had to watch it.
My guess is that the people who likes to see other people play can identify the relationship between the input and the visual without actually pressing any button. I'm pretty sure no one prefer to watch people play over actually playing a game.
What makes a gameplay fun or boring to someone depends of how they feel about that input/visual relationship. That's why pressing a button to choose a menu and select said menu is irrelevant in terms of fun, but pressing the same buttons combination to choose a spell and cast it and see the effect is more fun.
If I can put it even more simple:
input (buttons)+ visuals= how it made you feel
input + visual= fun (a game/ section you find fun)
input + visual= boring (a game/ section you find boring)
input + visual= meh (a game/ section you find average)
input + visual= irrelevant (something like scrolling a menu or choosing something)
