PS4 is AMD Janguar APU with the following primary changes: 1) Obvious GDDR5 system memory controller, 2) extended GPU system memory bus, 3) Selective Comput-Unit write-through cache, 4) extended graphics pipeline for more efficient rendering for things such as triangles that are smaller than a pixel 5) Extending the command sources used for dispatching rendering steps 6) Various dedicated chips like a low power networking CPU for downloading updates, dedicated hardware for zlib and other compression/decompression algorithms. It will most likely not have PS3 backwards compatibility, and will probably rely on Gakai for "On-Live" type streaming services.
Now answer this question, Mark Cerny has been a software game programmer most of the time and primarily has knowledge on the software front and little mandatory hardware knowledge. What the **** makes him think he can outdo AMD's engineers? AMD and NVIDIA have been trading engineers for as long as the industry has been in business, these people are the top of the crop, I don't understand why AMD even has faith in this guy Or Sony's CEO for that matter.
