can anyone help me...On serebii.net for Wurple it says --Lv.7 (Personaity Value to evolve into Silcoon what does that mean?

and it says --Lv.7 (Personaity Value >= 5)--> for Cascoon and idk what that means help please!!!

and Can i use the PokeRadar on Minun in Trophy Garden but on serebii.net all it says is: |Rare|Trophy Garden|
