Slight correction about the part I underlined. Each world does not have its own Keyblade. Rather, Sora collected a different keychain to attach to his keyblade from each world. When a keychain from a particular world is attached to the Keyblade, the blade itself changes forms to represent a weapon that you might find from that particular world. So in effect, Sora has always only had 1 Keyblade (speaking only of KH of course, since he wields 2 in certain forms in KHII), he just changes/upgrades them with different keychains.
As for why there are more than 1 Keyblade, your guess is as good as mine. I'm not 100% sure if the blade that Riku uses is considered a Keyblade, but he definitely has the potential to wield one since he took away Sora's for a brief while in the first one. I'm also not sold on the idea that there was just 1 Keyblade from the very start. I do agree that they had always referred to Sora as the "chosen one", but I was always under the impression that King Mickey had his Keyblade before Sora received his; I thought I read that in one of Ansem's reports, but it could be my memory playing tricks on me. I don't suppose Squeenix will ever really shed any light on the subject about how many Keyblades there are in existence though... =/
