williebzaerka is right. In order to play this game you have to modify one line in the FALLOUT.ini file.  This file should be located in C:\Users\COMPUTERNAME\Documents\My Games\Fallout3.

Find the line bUseThreadedAI=0 and change it to bUseThreadedAI=1

You will also need to add in an additional line of code after this one called: iNumHWThreads=2

This will limit the game to 2 cores and SHOULD prevent freezing/crashing.

If this doesn't work let me know and I'll do some more research.

Yeah the packs have quite a few problems, recurring items, item rarity, etc.  What BioWare should have done is make it so you purchased the individual items after meeting a level requirement.  Of course then all the high level players would have an unfair advantage.  Either way BioWare is the bad guy.

I'm up for some gold unfortunately, I can only play about 30-50min at a time before the internet in my apartment boots me off.

Its a matter of preference to me the PS controller always felt a little funky for playing Skyrim, also because of how Sony works it takes Bethesda longer to release patches and DLCs for the PS3 making the Xbox that much more stable.  But PC is of course the best, you have a huge modding community that is quick to fix any issues Bethesda missed and most of the mods are quite entertaining if not always lore friendly.

The game is actually best on a PC because modding is really easy so normal people can make fixes to bugs that Bethesda might overlook or forget about. But if you really want to play on a console then Xbox is way better, mostly because Sony is a pain in the ass to any devoloper that wants to make a game on their console.

When you first start the game it won't matter what skills you use they are all equal.  As you progress however you should find out what you want to invest your time in.  The problem with blocking is it's another skill to invest in that may make it take longer to max out your other skills.  This game is all about YOUR prefrences and abilities so you should decide.
