Is the drive a mass storage drive (ie not the drive with your OS on it)? Does the drive still show up under device manager?
If yes, you can use a program such as R-Studio to scan the HD and recover any files that are still readable.

You will definitely want a new cpu. Get a duel core or quad, depending on your budget.
Oh yea, add OS to that list, its up to you if you want Vista or XP. If you are in college, your school might sell you an OS for cheap though your ITS department. I know I can get xp for $15 and Vista ultimate for $20.
Well, It depends on how much you want to spend. I happen to have a 8400 also, its my "old reliable". I have often thought of upgrading it.
First off.. I would buy a new case with better ventilation. Next I would get a new mobo and cpu since the Dell mobo is specifically made for Dell and the bios only supports a limited range of cpu's (P4's). You will want a more powerful power supply also.
You can keep the hard drive and optical drive and use it in the new puter. The ram you can keep also, although it will be slower then what a new mobo can support. The gpu you can keep also depending on what it is. I know mine came with a 300x, which isnt that good, at all. But now it has a 8800gt in it which is kinda overkill. So if you havent replaced it at all, I would definitely get a new gpu.
Yes, you can do this, but I would personally buy a new case also as the 8400 isn't exactly airy.
If you plan on going ahead anyways, you might have problems fitting a new psu. You also might need to buy a new copy of windows since you got the new mobo.
Control Panel > Administrative Tools > Computer Management > Disk Management. Left click on the drive and select format.
