It is because us humans represent everything in base 10 (where giga = 10^9), however computers only see in base 2 (where giga = 2^30).

So if you have a 500GB harddrive represented in base 10, it would only be 465GB in base 2.

It had only like one day of sales before the week ended. I would wait till at least next weeks charts to give the game a full week.

Because it isn't up the console makers to decide what the government wants to charge in taxes and fees.

Just like the ps4 isn't techinically 400 dollars here, it is 400 dollars + % taxes that apply for your state.

considering I would also have to replace my motherboard, cpu, and ram to get the most use out of a R9, it isn't really a "400 dollar" option for me.
