Yup, it only recognizes and uses 3199mb becasue that's all the memory 32 bit supports, while 64 bit supports as much ram as you will ever need.

I can get them both locally for $35. I know Coolermaster is a more popular brand, though the case is intentedfor an office/internet use pc and that Coolermaster logo looks a little to blingy to me, and it's got 2 120mm(would never use)fan mounts on the side, which would leak noise out of them. The HEC is nice because it very simplistic,but that plastic front doesn't look the best. Opinions and other suggestions welcome, but it has to be sub $40.:)

Rosewill has actually been coming up in quality. They're worth buying for cases and PSUs as long as the part has the specs you want. I built my little brother a rig with a Rosewill case, and it's wasn't bad. Definitely not top-of-the-line, but not as bad as they used to be. They make a couple of high-efficiency PSUs with great amperage on the 12v rails now too.
That'a good to hear they are improving there quality standards. Still I stick with the Nzxt case b/c I like the features that it has. It's over your budget though. (never thought I would say that, though it's got like $520 off plus 80 in MIR.)
