The XP gain was actually something it lost with Service 1/2. Vista still has it's flaws, and I'm not chaning my OS untill they improve some of the critical errors.
I don't think so. Adding something to your Steam list only means you can launch the game .exe through Steam. There's no reason to do it. You need your CD key anyway ;)
To add something to your Steam list, start it up and click the Games top tap. On the drop-down list, click 'Add A Non-Steam Game to My Games list' A list of the programmes on your computer will come up. Find San Andreas, click it, and then click 'Ok'
Try pressing the buttons in the game menu. If that doesn't work, try when the game starts (ie, when the company name is there, etc). I have never seen a game that requires you to push the buttons at the same time.

EDIT: Yes, it does. And I don't want to break it for you, but I don't think you can actually cheat in the multiplayer :P
Which country are you from? Your keyboard might not have setup the game think's you have. Try changing your tilde key (and if you can't, sorry, it's been a long time since I touched the options in Oblivion).
Otherwise, try sneaking your way in, using Chameleon or invincibility potions.

I think the OP meant "true" underwater combat/action-adventure game. BioShock's gameplay is indoors, deep placed under the surface of the ocean. Erhm, directly in the water I guess.
