Barely improved graphics? Either you need a new TV or a pair of glasses, quick. Forza 3's visuals are a massive improvement over Forza 2.
What about the tuning options needed to be changed? Forza 2's tuning menu was already incredibly deep as it was.
Forza 2's physics were already excellent so there wasn't much that needed to be improved anyway. One thing that has changed between Forza 2 and 3 is that the cars have a much more weighty feel to them, which was immediately apparent the instant I played the demo, much less the full game.
Again, Forza 3 is an incredibly highly polished game and to say otherwise is just foolish.
