Yes, they still herd animals, immediately with zero heart, one can herd already 5 animals. And when you raise their heart levels, they can herd more animals up to 15 animals per cat/dog. In total, you can have 4 cats and/or dogs in total. Differently from ToTT, this time you can choose which types of animal your pets are going to herd by yourself. e..g. you can have 1 dog and 1 cat herd cows and sheep, and the other two herd chickens. This can be done by checking the book inside the pet house where you can check their status, when you see their pictures, press A, and then choose which animals to herd.
