Have you been to Whiterun yet? Go see the Yarl of Whiterun and then discuss with him what happened at the beginning of the game. Once you've done that, you'll be sent on a quest to receive a dragonstone. Once you bring that back to him the first dragon you'll have to kill will appear and you'll have a team from Whiterun to help you kill it. Once that happens, more dragons will appear randomly.
