I really like the Sans Digital TowerRAID but it uses an eSATA connection and is not a "NAS" raid so that is why I want to build my own with the specs I want and why I made this post, But I think in the end I will build a cheap PC with a very cheap motherboard, power supply, no graphics card, no sound card and Linux and I will get that raid controller and 1TB Seagate drives.
Do you know of a cheap PC case with 10 or more hard drive bays?

That seems like some good advice. What I wanted to build is something like "link" and "link" but was just a dedicated eternal nas raid that works like any external hard drive.
Because I don't have a desktop and don't want to build a full custom PC right now, I just wand to build a reliable NAS raid so I don't ever have to go though the headache of hard drive failure and the expensive cost of data recovery services ever again.
When I said that I guess I did not know why you were asking but yes I want to build an external enclosure because all of my computers are laptops and even if I had a desktop I would still want a separate external unit.
$1,500.00 Total including hard drives.
What I am looking for is an affordable enclosure either a PC case or raid tower enclosure with 8 to 10 hard drive bays, a good raid controller and any other parts I may need, I plan on starting out with 1TB hard drives and may not fill every bay but most likely will and in time I may swap the 1TB drives for 1.5 or 2TB drives. I want it to have a really good but not really expensive cooling system and as for the hard drives I know which drives I want and how much they cost. What I want to do is connect the raid to my router through Ethernet so I can access my files on any of my PC's.
