That's not really possible due to balancing problems. Some characters have great ultras while others have practically useless ones. For example if Zangief had access to his both ultras you'd regret you asked for this, because that way he can punish every mistake you make with an ultra that makes huge damage. On the other hand Balrog would be in a clear disadvantage since his ultra 2 is useless in all situations.
There is no such thing as Evil Ken though. Ken is not walking the path of Hado and he actually dislikes Satsui no Hado, so it's a really low possibility to see him turn evil because of that.
Also we already have Violent Ken which is so close to Evil Ken that we can't call him a new character.
