Think Naruto: Ultimate Ninja (1), with a few added features, stages, and characters.
Unlike the first one, however, this game doesn't focus on each individual characters storyline, but one whole new one, featuring a new concept unique to any previous ones from the "Naruto" series, called the Gedo Mark Arc.
The second installment in the Ultimate Nina series features new characters added to the roster, as well as a few new stages that you can fight on.
It, as well as the first of the series, features music loyal to the Naruto series, as well as Japanese manga characters that occasionally fly onto the screen, adding to the feel of a comic book, it gives more action..
Each character also has their own moveset, and this game features jutsu customization, so you can mix and match your favorite techniques, so when it comes to a fight you can use your favorite character, with your favorite 2 techniques.
In my opinion, it was a successful followup. Could've been better, but it was worth playing, worth buying. You'd like the game if you were a fan of Naruto, or just a general anime fan. If you're not into fighting games, don't know how you feel about them, or games like this, then rent it from the local blockbuster.
Nevertheless, it gets a 7.0 from me. It was worth the waiting. Not the best, though.
