Based on my experience playing 2D fighting games, Guilty Gear XX #Reload is by far one of the best I've ever played.

This game has it all when it comes to the flash, character control, and playing value. Guilty Gear XX #Reload is by far one of the best fighting games to date and I think will stay that way for a while. I can go to talk about the games solid graphics or the satisfying list of characters you can choose from or the different modes that keep you coming back but It won't be enough to justly describe the experience or the excitement of playing this game. The only flaw of the game is that you need to know Japanese to follow the story mode but to be honest, its not enough to wane you from playing it. I recommend that if you are looking for a 2D fighting game, no if you have a PSP, buy it.
