All Time
Morrowind - not so much replay value, but there is just so much to do in a single playthrough you don't need to replay it to find new stuff. I have several characters I've played this with, and a couple for easily more than 100 hours each.
Diablo 2 - I've probably had around 20 characters on this, trying out different combinations of skills for the different characters. No idea how much time I've spent on this, but it would be huge
Fallout - replayed this fully about 7 times, and the sequel almost as much.
Xbox 360
Crackdown - love coming back to this, though have to resort to Keys to the City, since it won't let you reset your character stats, or have more than one character per profile/gamertag. Collecting orbs with a new character is great fun.
Test Drive - great fun driving game with a huge gameworld, loads of different cars, races and challenges, and plenty of people playing online to have custom races with.
Either Call of Duty 4 or Gears of War.
Gears of War - I can play the single play over and over and over again. Not to mention that the multiplayer is good as well.
Call of Duty 4 - The offline is great, but the multiplayer is the best EVER in my opinion. Case closed.

Pretty much any sports game that is decent. In my opinion Madden. Over 600 ranked games and countless games in franchise mode just in 08 alone. (And if you think thats bad people on the top of ranking board have thousands of games)
For me , it would have to be GTA 4 .. have not played mass effect .. from what i've heard it can be played over and over again ..Dragoniser
Yes Mass Effect can be played over and over again I now am playing with 2 characters at the same time.
Mass Effect and the KOTOR series. I've played KOTOR three times, KOTOR 2 three times, and Mass Effect three times. I intend to play KOTOR 2 one more time after I get to rank 25 in Bad Company.
Bioware games = pure gold.
Edit: Yes, I know that Bioware did not make KOTOR 2 and that it was made by Obsidian. But Obsidian did such an excellent job of creating a Bioware-esque story and emulating the original's formula that I consider it both an Obsidian and a Bioware game.
Call of Duty 4- the SP was great and very intense, but it was too short. But MP on the other hand, is very fun and addicting.
