It might be possible, kind of like Bungie.net on Halo 3. But if not like that then I doubt its going to happen since the team which is making the game to be updated every once in a while. On CoD4 for the PC, I heard players were able to create maps and play on them online, but there was no such thing on the 360 like that.
i doubt there will be mods for the game. the pc is the only system for mods. most of the addons on the 360 suck, they cost money but there is nothing good.
It's an issue with Xbox Live security, as it's a service and a closed environment, so don't expect mods on UT3. The best Epic may do is cook mods for the 360 themselves that are popular.
