There isn't a massive amount on the xbox version, I know that, last time I checked, some playlists had as few as 8 people. I cannot say for the PC version, I would think it would be less, but I could easily be wrong, you might want to look around for answers because that is a very good question.
Do you know how many are usually playing the multiplayer or escalation on xbox?

I never had any trouble playing the escalation mode, and there was between 100-1000 people in the popular playlists (like TDM) I havn't go tmy 360 to hand so I can't say exactly
