RE2 Deluxe Edition missing Noir costume

I got the RE2 Deluxe Edition with the extra costomes but Claire's Noir costume seems to be missing from the costume select screen but I can see it for Leon. Can anybody else with the Deluxe Edition DLC for XB1 confirm it works correctly, I dunno if Capcom messed up or maybe my installation went wrong. My game management screen shows everything installed.

I have noticed on game store that some people are mentioning I'm DLC ratings that content people buy isn't accessible to them, I have contacted Capcom customer support with detailed information on my end. Hopefully this gets resolved.
