More loot, bigger world, more factions, get rid of the crappy everything is leveled with you system, make the best stuff really, really hard to get, more voice actors, a higher sense of urgency to complete quests, more skills

...this is kind of off topic, but a pirate Oblivion, or on with ships where you can become a pirate with ports and islands to sail to. Online with men to get in your crew and ships to buy. If they had online you could have large scale wars every few day with officers. You get further up in the ranks if you fight better.
If only game makers would look to us for suggestions.
More realistic battle animations. I don't like it when I slice a guy with my War Axe and all he does is stagger backwards. I would also like the ability to fly using magic, or perhaps more species of creatures to use as mounts. More types of offensive magic would also be a plus. The basic fire/ice/lighting spells get stale pretty fast. I did like what they did with the other spell types i.e. conjuration, illusion etc.
Make it easier to get rare items and cool armor. I ran around with basic Iron for a month before realizing I had to level up to 20 before being able to get the armor types I wanted as loot.

??? just because betheseda made oblivion does not make this anything like the fallout games... you sure did alot of research on it then... this is getting rediculous most people that like elder scrolls never even heard of fallout...
it should be more like Morrowind with having some of the skills and items that were scrapped (Medium armor, spears, CROSSBOWS). Also, the soundtrack should be a lot longer and less repetitive. The (main) story should have more options to determine the outcome (if there is to be more than one).
The combat system should also be much better. They should try for something similar to Dark Messiah, but keep it at a level where RPG elements can still remain crucial so you can't just rely on your reflexes and cheap tactics all the time

I sincerely hope they don't go the route everyone takes and leave the game single player only. RPGs are the prime example of games that don't need a MP component. They should focus development entirely on the storyline and the gameworld, and leave multiplayer to shooters etc.
Well first off... Take everything in Morrowind (skills, leveling, etc.) and add it to a new world. No more ugly citizens, moar phat lewt (give people a reason to be thieves) overlapping quests, more inventive creatures (ogres, zombies, and minotaurs are not creative) longer quests and quest lines.
I'm tired right now, I'll think of more tomorrow.
The leveling system has got to go. If they want to have your skills level up as you use them, fine, personally I think that is a good idea. However having those skills also act as the exp system for your characters personal level was not a good idea.
Another thought that just recently hit me. If strength increases melee damage, and agility increases backstab and bow damage. Then why the crap doesnt Intelligence increase spell damage? If youre using a sword, then the blade skill will level up (obviously). Each point of blade adds a couple points of damage to your sword, and each rank up allows for a different combat move. However each point of destruction doesnt do anything for my attack spells. Or resteration doesnt increase the healing I can do. The only thing you have to look forward when it comes to leveling up the spell schools is each rank up so you can buy better spells. However reguardless of my Intelligence, Wisdom or skill level, Flare will always do 8 points of damage.
Online Co-op would be amazing, that would introduce a party tactic into the game without too much thought. It's easy enough to make "Core Class" characters with the current system.
Discard the level'd monsters, but keep the really tough ones far off the beaten path so that you don't feel really confined.
A more portable crafting system.
Increase the gap between fighters, dex characters, and mages. In the current game they feel so similar that i have no desire to play again with a different kind of character.
Obviously, better animations, bigger world, etc.

Multiple continents, and the ability to sale between them in massive oceans freely. Thus pirates and traders and all sorts of possibilites open up.
And get rid of that "fast" travel system, and replace it with teleporter stations outside of cities that cost like 5 gold to teleport somewhere, and say a mages spell or scroll to teleport. However do have a "re-visit" function so you can say go to a citiy, then another, then teleport back to that same place again, and back to the second city. This would add to the immersion.
And a new level up system. Beating the Arena at lvl 1 = not cool.
The ability to be a Day-walking vampire. lol i can't tell you how many times i grabbed a Sigil stone and then forgot to check the clock to see if the sun was up, roasted many times I did.Mr_OblivioThere was that ability, you just had to feast often and sleep/wait only when necessary and you would stay at 25% vampire most of the time.
