go to prison and a stranger will speak to you once you are free, then go to the imperial waterfront and midnight and you can buy lockpicks from the thieves guild guy

LOLWUT? I'm really confused as to what has transpired with the above posts...

Cant believe nobody has mentioened Shady Sam yet...he is located outside the Imperial City (where the stables are and the long bridge). Just take left along the city's walls and he will "whistle" at you...

i have a better idea. do the nocturnal? shrine quest and you get the skeleton key. which is an unbreakable lockpick. most useful thing in the game
