I had a big ass crack sent to me yesterday when i took someone down, it's just someone spicing up the shots a little bit. It's not like you have to look at them again now is it? You don't get the option to "open the picture". You get a live shot of someone after you kill them, to see their reaction. A reward for beating someone.

There's achievements to get 50 mugshots.

Granted, you CAN turn the entire mugshot thing off in the options if you wish to avoid the entirely minimal risk of seeing a naked fat guy for a few seconds.
