Gamerpics taken with the Live Vision camera can only be seen by people on your friends list. You will still need to set another gamerpic for everyone else to see
It can only be your "personal" gamerpic for you and your friends... you just go to the option to change your personal gamerpic... the first option on the list of gamerpics should be a picture of a camera (if your camera is plugged in)... just select that, and take the picture...
