I would also have to say GoW2 if you like shooters but Fallout 3 is a good game if you are a fan of the Fallout series or just want a different RPG experience.
I would play the Campaign mode of Gears 2 first, and then start Fallout 3. FO3 is a much deeper game. When you need a break from Fallout, fire up some Gears 2 multiplayer. :)
GOW2 for a linear yet badass shooter (story is lonly 7-8 hours long)
Fallout 3 if you want to experience all of Washington D.C. after nuclear warfare, with you doing whatever you please. (story is over 100 hours)
Already beat the first chapter of Gears, and the campaign so far is so epic and amazing. But overall, id get Fallout before Gears, because theres a lot more replay value and a lot more to do and explore
