GTA IV - Mostly the beautiful and immersive city.
BioShock - The whole story and mythology behind it, not to mention the setting.
There's lots of innovative and artistic arcade titles like Braid and REZ, but I could go on and on about those. The new Prince of Persia I would consider "art" for obvious reasons.
Depends on what aspect of the game your talking about: graphics, art/sound design, score, story... there are games that excel in all of these areas, but very few that do so in all of them. The only game I've played in recent years that I'd really consider an artistic masterpiece was Bioshock, which is a brilliant example of interactive fiction, that manages to engage a philosophical topic without feeling trite. On the other hand Gears of War - in many was a pretty vapid game - had some gorgeous environments, that might warrent designation of "art". Not that I didn't like Gears.

REZ was on the ps1. The new prince of persia is textured exactly like every other game, just with a cartoony effect, i'd hardly call it art.

I don't like every painting I see and some definitely are better than others, but I think every painter is an artist. I hate when people say things like, "thats not art" just because they don't like it or because someone involved with it was famous/rich. I view games the same way.

Amazingly fun game and i love the citys and castles and people. I expecially like the white gold tower cuz i think it looks awesome. =)
Several I think. It would be from newest to oldest:
Braid (such a music, mood and paintings as well as melancholic-epic story)
MGS4 (God what a music)
Super Mario Galaxy (Beautiful scenarios and astounding music)
Bioshock (immersive concept and beautifully crafted models)
Okami (smooth cell shading art)
Windwaker (great innovative use of cell shading and marvelous music)
Metroid Prime (Great concept, great execution)
Castlevania SOTN (Incredible music, goth art)
Super Metroid (Incredibly immersing for a 2D game)
I'm shocked and appalled that NO-ONE has said Halo 3!! Come on, remember getting home and putting in your Disc from the Halo 3 box and thinking "xD Yay!" just listening and seeing Cortana appear infront of you is art enough (It makes sense.. you know it!)

I consider all video games a form of art, but I listed some of the ones that are more "artistic" in my opinion.
