Can I use an American Wheel(the microsoft official) with a Europian X360?

I believe he is talking about the Wireless one, which runs on batteries. So no it won't matter. He just needs a charger.

I thought that there was no wireless one. Doesn't it connect to the xbox wireless but you still have to plug it in the wall, right?s2i2p2i2o

No it uses a battery, the same ones that go into your controllers.
