The hang gliders are probably a replacement for the tricks that appeared in the Wii version. It isn't clear yet, but I bet that the hang gliders will appear in every track, or almost in every track, just like the tricks did in Mario Kart Wii. And yeah, this game looks really awesome. If you watch the video, 1:17-1:24 seems to show a kart selection screen where you can also pick wheels and the glider.
