leveling up

Is leveling up like how it was in halo 2 based on how skillful you were or is it like the new games how you level up by how much you play?

It's supposed to be identical to the old Halo 2 ranking system, leveling up solely based on wins and losses. The ranking system, like much of this game, is broken though. Ranks in their current state don't mean anything. You don't even get matched up with similarly skilled people.
