Ehhh... I wouldn't go that far because he has had help along the way with miraculous wins by teammates by fractions of an inch. He is great and considered top 5 maybe higher but out of his 19 Gold medals, 11 are individual.
Not taking anything away from the guy, but I do believe that there are few better Oympians than Phelps.
