Those are the factions... I think you can see that your question was a yes by that. I'll be joining the Ebonheart pact, Morrowind calls for me.
You don't know the back story. The Dunmer and the Nords sided with each other because their countries were being invaded constantly. Things were also different in the second era, they didn't hate each other as much. They also called the Argonians to help them and they joined their side to become equals with the Dunmer, it's a lot more complex than you seem to think.
I read some where(think it was the official elderscrolls website in the FAQ) that you can go everywhere except windhelm as they planned to release that as an add on.
I'd bet you $50 it turns out to be a completely standard themepark design, with linear progression and maps that lead you from one quest hub to the next, with zero room for exploration.
