I see, not scores but budget...got it. I suppose The Last of Us remastered was AAA budget right? Yes, it's a port, but it's still AAA budgeted. I know they targeted 60fps at the time. Using last gen assets to create a game makes hitting that 60fps goal easier which you'll notice is the case with the other examples. Of course, there is the question if that's Sony's goal in the first place, which it clearly is not.

To me that's not the point. I'm sure they will be able to, technically. It's just that they don't really want to focus on delivering a 60fps game right now for some reason. And I really want to know that reason.
The answer is marketing, publisher priorities, and developer priorities.
What do people see in screenshots on the back of the box, pretty visuals or framerate? What sells a videogame to people? That's the answer. What moves games off shelves is graphics.
The answer is the same reason we didn't see many 60fps games on consoles last gen (PS360Wii) and 60fps games on consoles the gen before that.
You see, there were 60 fps games on PS2 for instance (Ratchet and Clank, Devil May Cry, Metal Gear Solid 2, etc), but it's not a priority because it takes up "juice". Developer priorities, or publisher priorities would rather take up that "juice" in other areas (Resolution primarily, but also textures, particles, polygons, etc ). Making a game is more than just two things (Resolution and Framerate) and developers know this. If the goal was to make a 60fps AAA game, then they would do it. Perhaps they would compromise geometry or resolution. Use last generation assets definitely helps.
Perhaps the answer is Street Fighter 5 which Sony has a helping hand with? That seems to be something that framerate would be a priority over resolution. Arcade twitch games which are now low budget, racing, and fighting games lend themselves to 60fps on consoles. Arcade games are disqualified since they have smaller budgets and Sony doesn't really make or plan on any fighting games that we know of for PS4 (save for SF5), so that leaves Polyphony for GT7 PS4. Who knows what Polyphony's goals are, but I imagine they are targeting visuals over frame rate.
