Between those two? Rockstar without a doubt, Bethesta only releases buggy messes. However both are a joke compared to what Nintendo did with BotW
Why people do polls and NEVER add an "other" or "neither" option is beyond me.
Because that would be a nonsensical answer to the question of this poll. An "equal" answer would make sense but I wouldn't consider it necessary because these two developers have completely different approaches to open world game design so I doubt many people would be neutral on whether they prefer one over the other.
Both do interesting worlds. For sheer variety of things to do and places I usually prefer bethesda but the RDR world certainly feels more alive and real than any of them before. You get a sense the world lives if you are there or not as opposed to being Truman.
Bethesda games are more fun because it's more of a sandbox and the movement is not restricted.
R* has a higher level of polish and in the particular case of RDR2 just a stunning visual design and attention to detail.
At the end of the day I'll still have more fun with a Bethedsa game though.
If you had asked who makes a better 'open world' instead of 'open world game' I would have picked R*.

You run around, blowing everything up, okay. But Skyrim for example, almost every home you can enter, almost every character talks, there's different regions and areas and types of weather.
GTAV has one city, few buildings you can enter outside of missions, and people on the street never offer a surprise quest or mission.
Why is rockstar winning this poll? And lets put the glitch thing aside.
I'd have to go with Bethesda. Red Dead Redemption 2 is amazing and definitely my GOTY but Grand Theft Auto games are so copied and pasted they make me sick. I have over 300 hours in Skyrim with no end in sight. I don't even play the main story anymore. I can't see myself doing that with a Rockstar game tbh

What good is entering every home if they have nothing worth seeing in them? What good is every character talking if none of them have an interesting story to tell and they all look like cardboard cutouts?
You should actually play RDR2. There are so many secrets tucked away into every little crack of that world. You can interact with with every NPC in the world in various ways. You can enter almost every house or building you see and unlike Skyrim there is usually something worth your time in them. Also more importantly the game actually looks and sounds amazing and isn't full of game breaking bugs that kill the immersion.

Most people are incapable of considering alternate options like those. For most who make polls they already have an "it's either this or it's that" mindset, and so they're completely shut off from any other possibilities.
Bethesda showed some promise with Daggerfall & Morrowind, but fell off a cliff after that making casual garbage for non RPG fans.
Oblivion is regarded as a symbol of decline and dumbing down of the genre and their rape of Fallout has been complete and utter heresy.

Rockstar has made better games every gen. You can see they are improving every gen with every new release. They build systems and use them in each other’s games.
Bethesda peaked as a developer on PS3/360. There is barely any improvement today and in some ways, their games are even worse. They constantly release broken games and don’t ever fix them. Lower budgets and no polish.
Rockstar wins.
Neither makes very good open world games, I don't like rockstar's shooting mechanics and the shallowness of gameplay and Bethesda makes very buggy games that lack real charm.

Rockstar by far. Fallout was good but it didn't push the genre forward. RDR2 has things that dev's will try to emulate for years to come.

I suppose RDR2 has now put rockstar in the lead. Although from their previous open world efforts, I've barely found much interest outside of the primary campaign. If RD2 rectifies this problem, that's points in my book.
I just remember being surprised in Skyrim, and not surprised in GTAV. I found myself in a haunted house in Skyrim, outta the blue. That would never happen in a GTA game.
@i_p_daily: because there is only two options in this case. Either Rockstar or Bethesda. Why would he put other options?
My last bethesda game was oblivion, and my last rockstar game was/is rdr2. So my opinion is slightly biased.
Rockstars animation quality from 10 years ago is better than what Bethesda has currently. Bethesda's creaky old engine is really dragging them down at this point.
plus, I haven't really enjoyed one of Bethesda's open world games since Oblivion

Of all the people who replied to me this is the one that follows my way of thinking.
I'll take Call of Pripyat's world over any game from the two. It's a compact little world. But, by golly, it fits the game so well.
Mutants will attack individually or in packs. They will reel back from firepower directed at them. They may regroup and attack again or tuck tail and retreat. When far enough away, they can be observed engaging in play, taking naps, eating/drinking, dragging dead bodies to feast on. They also prey on each other. It's not unusual to see say, a pack of blind dogs harrassing a burer or a chimera tearing up stalkers and mutants alike.
I'm on my 9th playthrough of the game. One reason is immersing myself in its world.
Of all the people who replied to me this is the one that follows my way of thinking.
It asks who makes better games strictly between the two. What you're asking would be like me wanting to know what people prefer between bananas and oranges and you asking why there isn't an option for apples. Because that's not what the poll is for. The poll is to see who people think makes better games between Bethesda and R*. A neither or other option would make no sense and defeat the purpose of the poll.
