It looks like Gaikai, a streaming service of PS3 games, wont be a PS4 exclusive. So probably instead of buying a ps3, you´d better invest into a good internet provider.
Sony's Gaikai technology could be used one day to stream PlayStation games to devices like PCs, tablets, and smartphones, according to Worldwide Studios president Shuhei Yoshida.
"Speaking of the ultimate goal, we would like to deliver PlayStation games to all devices," Yoshida told Dengeki Online(translated by DualShockers). "So we're considering various things like PC, TVs, Blu-ray players, smartphones, and tablets.

Actually, I see this as a good thing... Sony knows that consoles (some day) are going to become a thing of the past... Devices like tablets, PCs, and phones are becoming the evolution in gaming through other services like Steam, Google Play, and Apple store. Tablets are becoming more and more powerful every year; imagine being able to just have a tablet, with a wireless controller or mouse/keyboard, hooking the device to your TV and "Bame", instant gaming...!!! Some devices are already capable of doing this so, it's going to happen. The WiiU is essentially a prelude to this...
So, it isn't just "Cows" that just have to worry about this but, all console gamers and "gamers" in general... Infact, you could say that the Playstation Vita TV device is Sony's way of "dipping their fingers in the water" a bit, to test the pools...
