I think "platform" depends a lot on context.
if we are talking strictly about something to play games on, then "platform" applies strictly to the hardware and/or brand....PC is a platform (you could apply brand by saying "Dell" or "Gateway" or "self-built"). Xbox is the Microsoft-brand console platform. Playstation is the SONY-brand console platform. I think, in essence, that's the tangible context of "platform".
If someone asked "what platform do you game on?" I'd say PC. Someone else might say Playstation. And so on.
Now if you are referring to the intangible context of "platform", then that refers to how you access your games. Steam is a platform to get games, Epic Store is a platform to get games...on console, you don't really have a choice, so I think in those cases the tangible and intangible use of platform are interchangeable.
If someone asked "What platform do you use to buy games?" I'd say Steam. Or Playstation/Playstation store. And so on.
With that said, I don't personally refer to Steam or Epic Store or Origin as "platforms". At the most technical, I refer to them as "digital storefronts".
